Fil vert aims to help green the streets in Normandy and raise awareness among citizens of the importance of being an actor of their daily life with regard to the occupation of public space. They aim to "embellish our streets, which are often devoid of vegetation, but also to train responsible citizens" (Ref. 7). "Operation "Fil Vert" was launched at Croix de Pierre (District) in Rouen in September 2013 to beautify and revitalize the district by mobilizing residents and tradespeople. It aims of installing planters in front of the inhabitants and the merchants (subject to obtaining the agreement of the owners in case of hiring), along the pavements, provided that it makes at least 1.40 M width to allow strollers and wheelchairs to pass." "Beyond the aesthetic aspects, a little greenery allows to: -Fix dust and certain polluting particles and thus limit air pollution; -Create a habitat for wildlife - birds and insects - that find spring food until fall and a winter refuge; -Promote the isolation of your building (as plants protect from wind and rain) -Allow to have mini-gardens of aromatic plants that are found with climbing plants ..." (Ref. 1) -Create social bonds (Ref. 1) -"The object is both social and educational, ecological and cultural, with the central theme of "gardening the city ... cultivating the best living together" (Ref. 2) "The first objective of the VILLAGE CROIX DE PIERRE's "Fil Vert" commission consists in installing planters composed, among others, of climbing plants in the form of planters attached to the sidewalks of the neighborhood or even of suspensions" (Ref. 1). “The purpose of the association is urban gardening: -to replace nature in the city, to develop gardening areas on sidewalks and in any possible space, to cultivate together, to participate in redesigning public space and creating social links. -reduce pollution by increasing the number of garden areas and retaining biodiversity, linking inhabitants to events and using the acronym “I participate in the green thread”, encouraging them to become “responsible street gardeners”. -promote knowledge of ecosystems, botany, ecological practices, composting” (Ref. 7).

Implementation activities

"Operation FIL VERT has been endorsed by the town hall of ROUEN, which is willing to help citizens who wish to dismantle sidewalks for the planting of planters, after the city has given its agreement in relation to the gas and electricity company services (as dismantling sidewalks require to know if there is any electricity lines). The association VILLAGE CROIX DE PIERRE signed the city's Charter of Urban Gardening" (Ref. 1). -"The citizens of the district who indicated their interests for the creation of planters were contacted by postal letter by the members of the commission "FIL VERT" to reiterate their motivation and date for the first stage of the project: measure the dimensions of future planters ..." (Ref.1) -"Installing planters in front of the inhabitants and the merchants""along the pavements, provided that it makes at least 1,40 meters width to allow strollers and wheelchairs to pass." (Ref. 3) -"Workshops for assembling planters have been organized and will continue to" (Ref. 3) -“Wanting to work hand in hand with the city in the spirit of the “transition” movement, Fil Vert submitted its statutes in May 2016 in order to be able to legally occupy public space. Details on the roles of the organisations involved in the project

Initiators are mainly the commission "Fil Vert" from the district community association of Croix de Saint Pierre. The association "Incredible Edible Agglo Rouen" also are participating in this project but is not the initiator. Beside, the City of Rouen supported this project and agreed on this greening streets operation (Ref. 1 and 2). -“Born from the will of residents of the Croix de Pierre district, the project was to set an example by installing a pilot street. Thanks to a collaboration with the city, the disbursements and the installation of planters offer a greener and more pleasant street. Initially simply supported by a neighborhood association, the project has been implemented slowly since 2013.
